Recycling Containers to Move

The cardboard and plastic recycling containers currently located on Tenth & Elm will be move one block north to Tenth & Locust.  The new location is a city-owned parking lot so we will be able to avoid any leasing fees for the land.

These containers are part of the SBD's Solid Waste District -- a program designed to reduced trash collection fees by replacing individual dumpsters with shared compactors.  Because of this program, rates are generally  lower downtown than in the rest of the city.   In fact, while the commercial trash rates outside downtown have gone up 60% over the last three years, SWD rates have not changed.

The containers will be in their new location by Friday, December 4.

CID Petition Approved

The CCA Board voted today to approve the CID Petition, adding their support to that of the SBD Board and the CID Steering Committee.

Just in case you've lost track, this discussion first began nearly two years ago.  To give everyone a sense of the timeline so far:

The SBD Board first voted to bring in a downtown consultant in December of 2007 and the folks from PUMA Consulting first came out in March of 2008. By September of 2008, a CID Steering Committee had been formed to begin investigating options for turning the strategic plan into a reality. We've conducted numerous town hall meetings, one-on-one meetings, surveys and more and now both the CCA and SBD Boards have a good sense of what their members need from this organization now and in the future.

Needless to say, everyone is very excited about reaching the next step in the process!

If you've got questions, feel free to contact any of the SBD or CCA Board members or members of the CID Steering Committee. They've all put a tremendous amount of time into this effort and really deserve all the credit on this one.

Public Safety Meeting Reminder

On November 11 from 4:30 to 6:00 pm at the Chamber Building on 300 S. Providence, Chief Burton and other Columbia Police Department representatives will be on hand for a follow-up meeting with downtown bar and restaurant owners.

This is a continuing dialogue between the CPD and various bars and restaurants designed to answer questions and concerns regarding policing in the downtown area, specifically with regard to alcohol and alcohol-related issues.

As many of you are aware, we have a new nighttime police team that is focusing on public safety issues, particularly in regards to alcohol consumption.

All downtown stake-holders are welcome to attend, although we'd like to concentrate the discussion on this particular issue.

Future meetings between SBD members and the Columbia Police Department are planned to address other issues and because the Police Substation is located in our office, we have regular communications with our downtown officers. Because of this, feel free to give us your thoughts on public safety issues or suggestions for future meetings and we'll pass them along to the Chief.

Underage Drinking Prevention Classes

The Highway Safety Division in collaboration with the Pacific Institute for Research and Evaluation (PIRE) will offer regional youth alcohol trainings for all community coalition members and law enforcement throughout the state of Missouri. The first training will be held in Columbia, and will have a focus on programs found to work
effectively in College Communities, but will also include topics which can be adapted to other communities.  Future trainings will be held in Kansas City and St. Louis at a later date.

Noise Ordinance Recommendations



We wanted to let you know that an SBD Committee is recommending relaxing the noise ordinance to make it easier for bars and restaurants to have music and outdoor patios.

As you know, the current rules are:

7 am - 11 pm = 100 ft
11 pm - 7 am = 50 ft

The committee's current recommendation is:

Weekdays:
7 am – 11 pm = 300 ft
11 pm – 2 am = 150 ft
2 am – 7 pm = 50 ft


Weekends:
7 am – 2 am = 300 ft
2 am – 7 am = 50 ft


Their goal here was to make it easier for bars and restaurants to have live music and outdoor patios while still offering residents some protection (particularly in the middle of the night or on weeknights).  Adding additional time slots and weekend hours will allow for louder bands/crowds at key times.

Please note, this is just a recommendation from a committee at this point. The SBD Board will be discussing this topic at their regular meeting on Tuesday, Nov. 10 at 4 pm.  Everyone is welcome to attend or feel free to email the SBD Board members with your thoughts: http://discoverthedistrict.com/boards.html

We're also putting together some recommendations for reducing noise for Council and the CPD.  For instance, recommending that businesses are not cited when people are being loud on public sidewalks, working to place taxi stands in key areas away from residents so the noise doesn't bother them, etc.  The thought was that changing the ordinance isn't the only way to address this issue. There are many things that can be done to avoid conflicts over noise--and avoid the necessity of taking formal legal action against a business, something we'd all like to prevent.

Flu Shot Redux

If you missed The District flu shots a couple weeks ago, you may have a second chance if you're a Chamber member.


For several years the Columbia Chamber of Commerce has partnered with WELLAWARE at Boone Hospital Center to provide influenza vaccinations (flu shots) for Chamber member small businesses and their employees. Flu shots at the Chamber of Commerce are scheduled this year for Thursday, November 5 from 11:30 a.m. - 1 p.m. The cost per person is $25. Shots will be given on a first-come, first-served basis and payment must be completed at time of service. WELLAWARE accepts cash, check, MasterCard, VISA, Discover and Medicare.


Please note, this covers the yearly seasonal flu shots, NOT the H1N1 shots.
