Temporary sidewalk closure at Eighth and Broadway

The city of Columbia Public Works Department announces a temporary closure of the sidewalk at the corner of Eighth and Broadway on Wednesday, Jan. 11. Boone County National Bank will have the sidewalk temporarily closed while crews remove holiday lights. This work will result in the closure of sidewalk throughout the day on Wednesday, weather permitting. While crews work on the Broadway portion, Eighth Street will remain open; when the Eighth Street side is closed, Broadway sidewalk will be open. Pedestrians are asked to use an alternate route.

Temporary Sidewalk Closure on Ninth

The city of Columbia Public Works Department announces that beginning today, Milan Contracting, who is working for MMII Inc., will temporarily close a portion of sidewalk along Ninth Street. The sidewalk on Ninth Street between Woodson Way and the Chipotle restaurant will be closed for approximately 25 days, weather permitting.

This closure is due to excavation work for a new mixed use apartment building at 308 Ninth Street. This closure will only affect the sidewalk on the east side of Ninth Street. Pedestrians are asked to use an alternate route.

The city of Columbia Public Works Department announces a temporary sidewalk closure along the south side of Walnut Street from Eighth Street east to the alley. Koonse Glass is replacing windows on the north side of the Guitar Building. This work will result in the sidewalk closure through January, weather permitting. This closure will only affect the sidewalk on the south side of Walnut Street. Pedestrians are asked to use an alternate route.

Public Art Opportunity: Short Street Parking Garage

The City of Columbia Office of Cultural Affairs (OCA) invites artists residing in Missouri to apply for a public art project for the city's planned parking garage on Short Street. The art budget for the parking garage project is $47,000.

The Short Street parking garage will be located in The District adjacent to the North Village Arts District. Once completed, the multi-level facility will provide more than 400 parking spaces. This project will utilize pre-cast fagade panels and will be coordinated with the design of an adjacent boutique hotel and downtown Columbia architecture.

At this point in the process, artists should submit qualifications only, not design proposals. Applications will be evaluated on the basis of artistic and technical merit and strength of past work. Applications will be reviewed by the Standing Committee on Public Art. The committee will determine the three finalists to be invited to develop preliminary design proposals. Each artist will be offered an honorarium of $2,000 for time and materials in developing the preliminary proposal. The preliminary design proposals will be made available for public comment and a recommendation will be made by the Standing Committee on Public Art to the Commission on Cultural Affairs and final approval by City Council.

The Short Street garage project is a component of Columbia's Percent for Art program, established in 1997, which requires that one percent of total construction costs for eligible new and renovation projects be set aside for site-specific public art.

CID Assessment Bills

If you're a property owner in the CID, you should be receiving your bill from the County Collector this week. It looks a little different than the old SBD bill, so we just wanted to give everyone a quick explanation.

First of all, it's the same assessment as before. We simply transferred it from the SBD to the CID after the CID petition was approved. You'll notice that the SBD assessment has been set at 0.

Secondly, you should receive the CID bill on a separate page (a nice lavender color, to be exact). This has more to do with internal bookkeeping by the County, rather than with any substantial change.

Like before, you need to remit your payments to the Boone County Collector.

Sewer work rescheduled on Walnut Street due to weather

Beginning Thursday, Nov. 10, Remsel Excavating, working for Trittenbach Development, will close Walnut Street from Hubbell Street to College Avenue for sewer repairs. Sewer Work in First Alley North of Broadway

The city of Columbia Public Works Department will begin sewer repairs in the first alley north of Broadway, between Fifth and Sixth streets, on Saturday, Oct. 8, at 12:30 p.m. The alley will be closed to all thru traffic during the repairs.

Buildings along the alley will still be accessible via the alley entrance on Sixth Street. The work is expected to be completed by Monday, Oct. 10, at 5 p.m., weather permitting. If the work is postponed due to inclement weather, it will be rescheduled at a later date.

6th & Cherry Garage Closed for Cleaning

Sixth and Cherry parking garage will be closed Oct. 5-7

COLUMBIA, MO (October 4, 2011) - The city of Columbia Public Works Department announces that on Wednesday, Oct. 5, at 6 a.m. crews will begin working on the Sixth and Cherry parking garage. Parking maintenance crews will wash and reseal the entire garage. This will require the garage be closed Oct. 5-7.

Individuals with parking permits for the Sixth and Cherry garage will need to park in the Fifth and Walnut garage permitted spaces during this maintenance work and display their existing permit hang tag. Hourly spaces are available in the Fifth and Walnut garage for visitors.

Council Approves Short Street Garage Designs

Last night, the Council approved the design plans for the Short Street Garage.

Initially looking at 5 stories and 340 spaces, the Council realized that 275 spaces are already leased, leaving only 65 left for the public. So instead, they recommended a 6-story garage with 410 spaces.

Short Street will go through, and will be slightly widened. The brick will be removed. A pocket park will be built on the corner of Short and Broadway to soften the entrance to the hotel and garage. The garage itself is designed to look like a row of traditional downtown buildings and will have a Percent for Art component, key to a city building that will anchor the arts district.

The proposed commercial/residential space is still under consideration by the Council, although the working design did incorporate this space.

Help Warm Up Columbia!

The weather's nice now but soon the temperatures will be dropping, leaving may Columbians out in the cold.

Warm Up Columbia is an annual coat and blanket drive coordinated by the Voluntary Action Center. It provides warm items such as coats, hats, mittens, blankets, etc. to low-income families, the elderly, and disabled individuals.

Commerce Bank is helping out by collecting items at all their locations, including their downtown locations at 9th & Broadway and 5th & Broadway. They need all sizes of new or gently used items--anything to keep a body warm!

Painting of District Traffic Box Underway

Local artist, Stephanie Foley has begun work the most recent installment of our"Traffic Box Art" Program at Seventh Street and Broadway. The goal of Traffic Box Art program, managed by the Office of Cultural Affairs, is to make traffic signal boxes more resistant to graffiti while at the same time contributing to the uniqueness of the downtown streetscape. After a successful pilot project in 2007, the Office of Cultural Affairs launched an annual program in cooperation with The District. The signal box addressed by Foley will be the fourth completed project in the series.

Each project begins with the Office of Cultural Affairs requesting proposals from mid-Missouri artists. Local artist Stephanie Foley has been selected by the city's Commission on Cultural Affairs and a sub-Committee of the Standing Committee on Public Art for her design concept. Ms. Foley is a long time Columbia resident and practicing artist. She holds a Bachelors Degree in Fine Arts from the University of Missouri and works independently as a freelance graphic designer. The honorarium to be provided is $1,500.

Women in Business Award Nominations Due

Tuesday is the deadline for nominations for the Columbia Daily Tribune Women in Business Awards .

Nominations are accepted in three categories -- Business Woman of the Year, Emerging Business Woman of the Year, and the Professional Excellence Award. Nomination is a pretty easy process -- you can do it online and get any information you need at www.tribuneawards.com/nomination.html.

Finalists will be recognized (with photograph) in a special Columbia Daily Tribune publication. Comprehensive Plan Public Meeting

The public is invited to the second round of public engagement meetings related to Columbia Imagined, the city's new comprehensive plan, Sept. 28 at 7 p.m. in conference room 1A/1B of City Hall. During this meeting, the public will hear presentations describing "Who Are We?". Following the presentations attendees will be asked to provide feedback on the topics covered. This feedback will be used to assist the Comprehensive Plan Task Force, Planning and Zoning Commission and staff in further developing the plan.

Presentation topics will include descriptions of "Who Are We?" in the following categories:

* Sustainable/liveable communities

* Mobility, connectivity and accessibility

* Economic Development

* Environmental management

* Infrastructure

* Intergovernmental management

* Land use and growth management

Those interested in background information about the presentations should attend an informal question-and-answer session that will be held prior to the meeting at 6:30 p.m. that evening. Attendees can meet with members of the Comprehensive Plan Task Force, Planning and Zoning Commission and staff about the sources of information used to describe "Who Are We?". This session will include maps, charts, and graph displays for review.

Sewer work on Waugh Street

The city of Columbia Public Works Department will perform sewer repairs on Waugh Street Saturday, Sept. 24, at 7:30 a.m. Sewer utility crews will repair a sanitary sewer main on Waugh Street approximately 50 feet north of Paquin Street, between Paquin Street and Locust Street. The work is expected to be completed by 5 p.m., weather permitting.

Waugh Street will be closed to traffic between Paquin Street and Hamilton Way during the sewer repairs. If the work is postponed due to inclement weather, it will be rescheduled for a later date.

The Roots 'n Blues 'n BBQ Festival is almost upon us and we want to make sure your Friday and Saturday is all about fun, not about parking. So, here's some advice for those planning on coming to The District. As always, we thank you for your patience.

Closed Streets
The following streets will be closed starting at 9 a.m. on Friday, Sept. 9, through 4 a.m. on Sunday, Sept. 11:

Fourth, Fifth and Sixth streets between Broadway and Locust Street

Seventh Street between Cherry and Elm streets

Eighth Street between Locust and Elm streets

Cherry Street between Fourth and Seventh streets

Locust Street between Sixth and Ninth streets

Elm Street between Sixth and Ninth streets

Barricades
Streets with barricades will be manned by volunteers to assist visitors.

Parking
During festival hours, free parking will be available on a first-come, first-served basis in all city garages, lots and at parking meters on open streets. City parking garages are located at:

Sixth and Cherry -Locust Street entrance only, with additional designated accessible parking on the first level.

Fifth and Walnut

Festival hours run from 5-11 p.m. on Friday, Sept. 9, and from 11 a.m. - 11 p.m. on Saturday, Sept. 10. Those who hold city parking permits are not guaranteed a space during the festival.

Parking is also available at the university's north campus garages.

Shakespeare's Pizza will provide complimentary bike valet parking at the corner of Ninth and Elm streets.

Vehicles will be subject to towing and city parking enforcement under the following conditions: when it's a matter of public safety, fire safety or hazardous conditions, such as blocking an entrance or exit; when a street is closed; or when a "no parking" notice is posted on meters or other areas.

Sewer work on College Avenue

The city of Columbia Public Works Department will begin repairing a sewer manhole on College Avenue Wednesday, Sept. 7, at 7:30 a.m. Sewer utility crews will repair a sanitary sewer main on College Avenue between Ash Street and Walnut Street. The inside northbound lane of College Avenue will be closed to traffic between Ash Street and Walnut Street during these repairs. The work is expected to be completed by 5 p.m. the same day, weather permitting. If the work is postponed due to inclement weather, it will be rescheduled for Thursday, Sept. 8.

Temporary closure on Orr Street

The city of Columbia announces that on Sunday, Aug. 21, Orr Street will be closed to allow for the removal of a radio tower located near the corner of Walnut and Orr streets. Crews will begin removing the tower at 7 a.m. and should be finished by 11 a.m., weather permitting.

The 100 block of Orr Street will be closed between Walnut Street and the alley near Wilson's Gym located at 111 Orr St. Motorists and pedestrians are advised to take an alternate route during this time period.

The 160-foot radio tower was donated to the city of Columbia by Timberlake Engineering P.C. to be used by Public Safety Joint Communications.

Connect2CoMO!

Each year, over 35,000 students converge on Columbia to make this their home away from home. The Columbia Chamber of Commerce, the Columbia Convention and Visitors Bureau and The District, are organizing an effort to reach out and make all students feel welcome. It is our hope that if we begin to connect the students to what Columbia has to offer, they will know how much they are appreciated and will consider staying here after graduation.

Street Closures

The CID Board is recommending that Council table the proposed changes to the street closure ordinance in order to develop a more comprehensive process for closing streets.

The goal is to preserve the great community events that happen here in The District while also addressing some shortcomings in the current ordinance. Just an example, our application is only a page long, leaving out many key issues that organizers must address in order to safely close a street. A more comprehensive ordinance could clarify how a street can be closed and what an organizer must do in order to close it.

Council will address this issue Monday night at their regular 7:00 pm session. If Council agrees, the CID Board will begin hosting a series of public meetings to seek input on the issue.

Short Street Parking Garage

The Mayor's Parking Task Force is recommending to Council that the new garage at Short Street do two things: keep Short Street as a throughfare and add retail along Walnut Street. Both suggestions came out of a series of public comment sessions and both will help enhance the burgeoning North Village Arts District. The ultimate decision will be up to Council so voice your opinion at www.gocolumbiamo.com.

Another recommendation was to "condo out" the retail space in the parking garage, meaning a private developer would bear the costs of this space and serve as the leasing agent for it (rather than having the city take on those responsibilities). Parking Perks

Just a reminder that the city is offering discounted parking permits for the 5th & Cherry garage. Instead of the usual $60 a month, permits are going for a sweet $30. If you've on the waiting list for one of the other garages, we recommend you jump on this offer right away.

Sanitary sewer smoke testing

On Tuesday, May 10, at 7 a.m. the Public Works Sewer Utility will perform smoke testing on a sanitary sewer main located in the alley between Broadway and Walnut Street, from Eighth to Ninth Street. A white smoke, which is NON-TOXIC, HARMLESS, HAS NO ODOR AND CREATES NO FIRE HAZARD, will be mechanically blown into a sanitary sewer manhole located on Eighth Street between Broadway and Walnut. The smoke may come from vent stacks on the roof of adjacent buildings or from adjacent manholes. The smoke testing is expected to be completed by 8 a.m. the same day, weather permitting.

Traffic signal work at Seventh and Broadway

On Friday, April 8, at 6:30 a.m., Meyer Electric will work on the traffic signal at Seventh and Broadway, weather permitting. The contractor will install a new traffic signal cabinet. While work is being done, signals will be flashing or dark and the intersection will function as an all-way stop. Avenue of the Columns Update

In 2003, several property owners along Eighth Street came together to see what they could do to beautify the street. The goal was to make the street more vital, more central to the downtown area. Sidewalk treatments, landscaping and lighting were discussed as were efforts to increase development in the area.

Steps have been taken along these lines. The block between Cherry and Broadway is showing a lot of promise, with the addition of restaurant and wine bar Bleu and the approval of the Tiger Hotel redevelopment. And the new City Hall addition, public plaza construction and the re-landscaping of the Landmark Bank parking lot has truly enhanced the block to the north.

On Monday night, the City Council takes the next step in this beautification process--the reconstruction of the Eighth and Broadway intersection. As you know, the NW corner has already been completed. Now, the other three corners will be improved. These improvements will be funded by the four property owners on this intersection, one of which is the city.

This resolution will also set a public hearing on the project for Monday, March 7 at 7 pm in City Hall.

Signal work at 8th and Broadway

On Wednesday, February 16, the signal lights at the intersection of 8th and Broadway near City Hall will be down temporarily while a new signal cabinet is being installed. This work will result in temporary all-way controlled stops at this intersection for most of the day Wednesday. Power to the signals should be back to the signals late Wednesday. Motorists and pedestrians are urged to exercise extreme caution when in the work zone and use an alternate route when possible. If you work downtown or expect to be in the area on Wednesday, please be aware of possible traffic delays.

Public Communications Grant

The City's Public Communications Resource Advisory Committee will soon be accepting applications for a grant. The purpose of the funding is to award contracts to entities for projects that will expand or enhance communication among citizens as well as city officials on issues of importance to the citizens of Columbia.

SBD endorses Regency Hotel Project

The Board of the Columbia Special Business District recently endorsed the proposed Regency Hotel TIF project. The hotel would be a catalytic project for the downtown area, creating 25 to 35 jobs and increasing economic activity in shops and restaurants. We look forward to this improvement in our eastern gateway.

The public is invited to review a report from H3 Studio Inc. regarding the recently completed downtown planning charrette at an informational session Tuesday, Jan. 11, from 5-7 p.m. in conference room 1B of City Hall.

The charrette process, hosted in June by the Downtown Columbia Leadership Council (DCLC) and facilitated by H3 Studio, was designed to transform marginal areas of downtown while maintaining its existing strengths. The DCLC was charged with reviewing the recommendations from H3 Studio and presenting a report to Council following the review and public input.

On Tuesday, DCLC members will answer questions and provide additional information. Comment cards will be available for public input, and display boards showcasing the plan recommendations for two areas of downtown (North Village Arts District and Broadway/Providence Corridor) will be available for review.
"This downtown planning charrette resulted in considerable engagement and participation from just about every stakeholder in the downtown area, as well as the general public,” said Assistant City Manager Tony St. Romaine. “I think the DCLC has been very pleased with the finished plan written by H3 Studio, and both they and I look forward to receiving input and to continue the process of evaluating ideas that will add to the economic vitality of Columbia's downtown."

MU Homecoming Parade

Due to the fact that ESPN Game Day will be held on the MU Quad the morning of Saturday, October 23, the Homecoming Parade will be pushed back to noon. The parade usually lasts between 1 1/2 to 2 hours.

"No parking" will be enforced on 6th Street, from Broadway to Elm, and 9th Street, from University to Broadway. Parking will not be restricted along Broadway.

Parking will be made available as soon as traffic control measures are removed and most of the pedestrian traffic has cleared the area. It is the city's goal to open up parking spaces for customers as soon as possible.

We know that parades are often difficult for merchants so we appreciate everyone's patience and support this year.

Recently opened Wall Candy located on 9th Street, is a graphic printing company dedicated to providing affordable, customized graphic printing services to Columbia.

Owner San Correll and his Business partner Jeremy Elson opened the business last month after recognizing that a three college town would be a great market for customizable graphic printing company. Correll, a graduate of Columbia College, specializes in the technical aspect of the business while Jeremy Elson, a student at Mizzou, provides the needed creative inspiration.

After a month in the biz however the two have decided to tweak their company's image by changing the name from Wall Candy to The Defining Print. Elson and Correll feel that the new name better encompasses the business's products.

The Defining Print (formerly Wall Candy) specializes in customized paper posters, banners, and relocatable wall hangings--all at affordable prices. The Defining Print also specializes in a fast turnaround; from the time they receive a picture from the customer to the time they send out the finished product is usually one day or less.

Correll and Elson are excited about the name change and their future here in The District.

New Vietnamese Restaurant on the Way

The Saigon Bistro located on 904 Broadway Blvd. is set for opening coming this November. The new restaurant is owned by Jenny Lam, and will serve authentic Vietnamese cuisine.

Lam is a native of Vietnam but now lives in the Columbia area. She is excited about the possibility of opening a restaurant that showcases some of her country's finest food.

Lam recognized a need for her restaurant when she noticed, "Columbia has a lot of Japanese, Chinese, and Thai food but no Vietnamese restaurants."

The Saigon Bistro will offer a menu full of authentic Vietnamese food which will include items such as, fried chicken wings, salads, noodles, and sweet and sour pork. Lam cites Vietnamese food as being very healthy and hopes that will be one of the things attracting people to her new restaurant.

Lam thinks that new option of Vietnamese food will be an exciting new choice to Columbia's already exciting restaurant scene.

The Roots 'n Blues 'n BBQ Festival is this weekend and runs from 5:15 to 11:00 pm on Friday, October 1 and 11 am to 11 pm on Saturday, October 2.

Street Closures
The following streets will be closed starting at 9 a.m. on Friday, Oct. 1, through 2 a.m. on Sunday, Oct. 3.

Fourth, Fifth and Sixth streets between Broadway and Locust Street
Seventh Street between Cherry and Elm streets
Cherry Street between Fourth and Seventh streets
Locust Street between Sixth and Ninth streets
Elm Street between Sixth and Eighth streets

Streets with barricades will be manned by volunteers to assist visitors.

Deliveries
No deliveries are allowed in the festival area after 10:00 am on Friday and Saturday. Please make alternate arrangements with your drivers for those two days.

Parking
During Festival hours, free parking will be available on a first-come, first-served basis in all city garages, lots and at parking meters on open streets. Festival hours run from 5 -11 p.m. on Friday, Oct. 1, and from 11 a.m. - 11 p.m. on Saturday, Oct. 2. Those who hold city parking permits are not guaranteed a space during the Festival.

Parking is available at the university's north campus garages.

Shakespeare's Pizza will provide complimentary bike valet parking at the corner of Ninth and Elm streets.

Visitors are encouraged to use shuttles running every half-hour from the University of Missouri Reactor Field on Providence Road to the Columbia Convention & Visitor's Bureau at Providence Road and Elm Street. Adult fare is $3, and children under 12 may ride free. Shuttle hours are: 4 -11:45 p.m. Friday and 10 a.m.-11:45 p.m. Saturday. More information on parking shuttles can be found in the "FAQ" section on the festival's website, www.rootsnbluesnbbq.com.

Vehicles will be subject to towing and city parking enforcement under the following conditions: when it's a matter of public safety, fire safety or hazardous conditions, such as blocking an entrance or exit; when a street is closed; or when a "no parking" notice is posted on meters or other areas.

Marathon
A 10K and ½ marathon will be held this year on Saturday at 7 am, with Flat Branch Park as the staging area. The race is early and only takes place in a small section of The District.

MU to Close Stewart Road

Sections of Stewart Road on the University of Missouri campus will be closed for two years starting Monday as construction crews begin installing a new biomass boiler at the MU Power Plant.

Stewart between Providence Road and Fourth Street is expected to be closed for the duration of the construction project, and the road will be closed between Fourth and Fifth streets for most of the construction work. The university also is shutting down the campus parking lot on the southeast corner of Stewart and Providence but will create a pathway through the lot for pedestrians and bicyclists.

Columbia Hits the Best Towns List Again

Columbia has been ranked the 13th best college town in the nation by the American Institute for Economic Research in their annual College Destinations Index.

This index is based on the location of the schools rather than the schools themselves and includes factors such as Academic Environment, Quality of Life and Professional Opportunity.

And here's some great economic information, as outlined by the St. Louis Business Journal:

Columbia’s “Professional Opportunity” was characterized by an earning potential, or per-capita income, of $35,998; entrepreneurial activity marked by 45.5 net new businesses per 100,000 population; and an unemployment rate of 6.4 percent.

No other cities in Missouri made the rankings.

Alley Closure

The east-west running alley between Sixth and Seventh, just south of Broadway will be closed on Monday, September 13th. CenturyLink is doing work that requires a crane. This alley will be closed two more times (TBD) before the project is completed.

Murals selected for Bike Boulevard

Two murals designed by Sandra Eccles have been selected as part of the new bike boulevard project. The concept of public art fits nicely into our North Village Arts District and will be a great addition to our current collection of downtown public art including the traffic box murals and the many Percent for Art projects.

Murals will be painted at the intersections of Windsor and Melbourne and Ash and St. Joseph. The project will likely begin this coming fall.

New Bike Boulevards Downtown

Final work on the city's two new bike boulevards begins this coming Monday. The sections of Ash and Windsor intersecting College Avenue have been designated as bike boulevards as a way to improve traffic on Walnut by diverting bikes to these new routes, creating a safer route for cyclists travelling from Stephens Lake, through Stephens College Campus, and into downtown.

What's a bike boulevard? According to the Fundamentals of Bicycle Boulevard Planning & Design Guidebook,

Bicycle boulevards take the shared roadway bike facility to a new level, creating an attractive, convenient, and comfortable cycling environment that is welcoming to cyclists of all ages and skill levels. They are low-volume and low-speed streets that have been optimized for bicycle travel through treatments such as signage and pavement markings, traffic calming, and intersection crossing treatments.

We recommend all cyclists take advantage of this new route while cars continue to use Walnut.

Two members must be representatives of recognized neighborhood associations and must submit a letter from an officer of the neighborhood association certifying he/she has been designated by the association as its representative, and one must reside in the expanded downtown development concept plan and study area as defined in the “Downtown Columbia Leadership Council Interim Report” dated May, 2009. Members shall review the boundaries of an expanded downtown development area and work with others in creating a comprehensive downtown strategic plan. Members may also work on other projects as requested by Council. Monthly meetings held on the fourth Monday of the month at 4:00 p.m.

TAX INCREMENT FINANCING COMMISSION

The Commission serves as an advisory body to the City Council as it relates to the consideration of tax increment financing proposals submitted by interested parties or initiated by any public agency in accordance with the Real Property Tax Increment Allocation Redevelopment Act. HISTORIC PRESERVATION COMMISSION

The District Supports “Blind” Boone Home Project

Both the Board of the Special Business District (SBD) and the Board of the Central Columbia Association (CCA) unanimously voted to support the “Blind” Boone Heritage Foundation’s plan to renovate the interior of the “Blind” Boone home.

The main room will be dedicated to the life and music of John William “Blind” Boone and will highlight the key role Missouri played in the development of ragtime and early jazz. A second room will help visitors understand what it’s like to live with blindness and other disabilities. The final room will house an ethnography program where people will learn how to document their family history using video recordings and journals. A tribute garden and statue of Boone are planned for the grounds.

The District is already home to a number of museums, the State Historical Society, and over 100 historic buildings so a museum dedicated to one of our most famous residents would be an exciting addition to the area.

The planning process for the North Village Arts District and the Broadway & Providence continues with the final plan going before Council on July 6th.

Much of the plan revolves around improving linkages (for cars, bikes and pedestrians), beautification, and infill development, particularly residential. It's a multi-decade plan and will require the support of both the city and the property owners involved but it's still an inspirational road map for the future.

Sidewalk construction begins at Howard Municipal Building

The City of Columbia Public Works Department announces that on Wednesday, June 30, work will begin on the sidewalk in front of the Howard Municipal Building, 600 E. Broadway.

Sidewalk demolition and replacement directly in front of the Howard Building will affect access to the building. Access to the front of the Howard Building will be by way of the east stairs to the patio. The handicap access to the building will not be impacted by this construction. The sidewalk project is expected to be completed by late summer.

Downtown Planning Charrette

A public meeting will be held Friday, June 25, from 4-6 p.m. at Dulany Hall, on the Columbia College campus, providing an opportunity for citizens to review results of community input received during the charrette planning process and comment on preferred choices.

Hosted by Columbia’s Downtown Leadership Council (DLC) and St. Louis-based H3 Studio Inc., the charrette process is designed to transform marginal areas of downtown while maintaining its existing strengths. Work will focus on two general areas: 1) the Broadway – Providence Road intersection, including currently vacant and under-used sites; and 2) the North Village arts district, already experiencing redevelopment and revival.

H3 Studio set up a charrette studio June 10 in the recently renovated Berry Building, 1025 East Walnut. The community was invited to "drop in" June 21-25 to comment on the concept plans. These results will be reviewed and discussed at the meeting Friday.

Water Main Work on Broadway

Beginning next week, the city will be fixing a water main on the south side of Broadway between 8th and 9th so parking along this block will be limited.

Columbia Water and Light will be installing a new 12 inch water main on the south side of East Broadway. The project will start on Monday, June 28 and will take approximately three weeks to complete. The new water main will be installed in the parking area on Broadway, between Eighth and Ninth streets. The project will require the parking areas on Broadway, Eighth and Ninth streets to be closed. Traffic lanes on both Broadway, Eighth and Ninth streets will be open in both directions.

The water main is being installed to provide more water for fire fighting purposes.

We suggest trying a parking garage instead. There's one right around the corner at 8th and Cherry or just up the street at 8th and Walnut.

Disabled Access to City Hall

Beginning Tuesday, June 22 at 6:30 a.m. the building contractor will be working on the exterior ceiling at the front entry of the new addition and on the disabled ramp.

While work is in progress, there will be disabled access only at the north entry to the Daniel Boone Building. There will be no disabled access the plaza at 8th and Broadway until Monday, June 28.

Fifth & Walnut Parking Garage Percent for Art

A major Percent for Art we have underway right now is being planned for the city's Fifth and Walnut Parking Garage downtown. Artist Stuart Keeler is already under contract and just recently submitted his basic design concept. The City's Office of Cultural Affairs (OCA) is gathering public comment on it now and invite you to be a part of that process.

The comments received by Monday will be provided to tge Standing Committee on Public Art as they finalize this project and move it forward.

Roots 'n Blues Informational Meeting

The Roots ‘N Blues ‘N BBQ Festival will be held on October 1-2, 2010.

The City is hosting an informational meeting for all liquor licensees in the downtown area to review City and State regulations, and answer questions relevant to alcohol sales/consumption at downtown bars and restaurants during this two-day event.

Representatives from the City Business License office and the Columbia Police Department will be in attendance to provide a detailed explanation concerning what is required of the licensed establishment in order to remain in compliance with State laws and City ordinances, and to provide a clear understanding of what is and is not allowed with regard to alcohol sales/consumption during the Festival.

Detailed information will also be presented in reference to licensees wanting to apply for a temporary extension of their existing liquor license to an area adjoining their existing licensed premise (caterers permit) as well as sidewalk café licenses.

The informational meeting will be held at 3:00 p.m., June 23, 2010, in the City Council Chambers, 8th & Broadway. It is imperative for you (or your designee) to attend this very important meeting.

Tenth and Cherry city garage undergoing repairs

The city of Columbia announces that work will begin on the Tenth and Cherry Street garage on Monday, June 14. Repairs will be performed on various areas of the garage over the summer and continue until at least Oct. 31.

There will be times when entrances and exits may be blocked and patrons will be required to use the other entrances and exits. At no time will all entrances or exits be blocked unless something unforeseen occurs.

Permit holders and hourly users are urged to exercise extreme caution when driving into and out of the garage, watch for workers or equipment and pay close attention to the signs/barricades indicating where work is being performed. Users should not enter areas that are indicated as closed or leave vehicles in areas near construction since this may result in the vehicle being removed at the owner’s expense.

The contract for this repair work was awarded to MTS Contracting Inc. Repairs being done include work on the support columns, precast T-beams and non-weight-bearing walls. Specific questions about parking in this garage should be directed to Public Works at (573) 874-7250.

You might have heard about the upcoming Downtown Planning Charrette that is scheduled to take place to help shape the future identity in two priority areas of downtown Columbia:

H3 Studio was selected as the consultant to help facilitate a focused discussion with community members and groups and have scheduled a series of one-on-one meetings, group stakeholder meetings, public meetings and workshops.

As someone with a significant interest in downtown Columbia, your participation is requested on June 10th for a Neighborhood Walk from 11 a.m. to 12 p.m. consisting of a walk around the two focus areas with the intention of highlighting key issues that need to be considered, as well as potential solutions that have been discussed over time. Public hearing for Broadway sidewalk project

The Public Works Department announces a public hearing concerning the replacement of a section of sidewalk on Broadway. The public hearing will be held Monday, June 7, during the regularly scheduled City Council meeting, which begins at 7 p.m. in the Council Chambers, first floor of City Hall, 701 E. Broadway.

The public hearing is for the replacement of sidewalk and waterline improvements along the south side of Broadway, from Eighth to Ninth streets. The estimated project cost is $250,000.

New Compactor Location

As of June 1, the trash compactor currently located on the Cherry Street block between Fifth and Sixth (near Cyclextreme) will be moved. The new location is Fifth Street just north of Premier Bank.

This new location is public property and will not have to be leased. The goal is to keep trash collection rates as low as possible. The Downtown Solid Waste District has helped us avoid the 60% increase in rates experienced by businesses outside of downtown.

Broadway repairs

The city of Columbia Public Works Street Division will work on Broadway, near the Providence Road intersection, this Sunday, May 23, from 7 a.m. to 4 p.m., weather permitting. This work will result in temporary lane restrictions on Broadway while crews repair the traffic delineators in front of Walgreens.

The work should be completed and the road fully reopened the same day, weather permitting. Motorists and pedestrians are urged to exercise extreme caution when in the construction zone and use an alternative route whenever possible.
